Christian Science Monitor article discusses Chief Justice’s recent address to Legislature

A Christian Science Monitor article discusses the Chief Justice’s recent address to the Legislature on the state of the judiciary and the impact of substantial budget cuts on California’s courts. The article suggests judges may risk losing their reputation for being above politics when they become engaged in budgetary disputes, as the Chief has done.
