Paula Ewing reports in today’s Daily Journal on the 10 times the Supreme Court has blocked Governor Jerry Brown from granting clemency. (I’m quoted in the article.) All 10 refusals to recommend a pardon or sentence commutations have come in the last 5 weeks (here, here, here, and here), and are apparently the first in almost 90 years. The article notes that the court’s actions “have come with few clues as to why the justices have chosen to deny some recommendations but not others.”
