The Supreme Court tomorrow will file its opinion in People v. HarrisonHarrison — which was argued on the court’s September calendar — raises the issue whether the evaluation and certification requirements of Penal Code section 2962, subdivision (d), are substantive requirements for the initial commitment of a mentally disordered offender that must be admitted by the offender or found true by the trier of fact.
