Governor Gavin Newsom yesterday asked the Supreme Court for approval to issue two more pardons.  The state constitution requires the Supreme Court’s permission because the two — Tri Thai and Monsuru Tijani — were both convicted of multiple felonies.

According to SOP, the clemency files — other than the cover letters from the Governor’s deputy legal affairs secretary — were lodged under seal without a motion.  Not even the nature of Thai’s and Tijani’s felonies have been disclosed.
